Another source claims that the official beginning of Memorial Day was declared by President Lyndon B. Johnson in May 1966 in Waterloo, New York. However, Memorial Day was declared an official federal holiday in the National Holiday Act of 1971 to ensure a three-day weekend for a federal holiday.
